Occasional glances at others who might be near are acceptable, especially if you need to move through a crowd. However, staring at others is considered rude. One of the most interesting events I witnessed happened while in a public shower. A man suddenly ran from the locker areas to the shower section, then back to the locker area, only to return to the shower. He was trying to change out of his swimsuit after coming from the pool area. Another man entered the shower with a towel, quickly approaching the first man to chase him, using the wet towel to hit him with force. It was quite amusing and a clear violation of bathhouse etiquette to startle someone like that!
