Indian Railways Revisiting Bedroll Services in AC Coaches: Current Status and Future Prospects

The Indian Railways, the national transport system, is currently grappling with the decision to continue or discontinue bedroll services in air-conditioned coaches. Despite plans to resume full services, the national transporter seems to be considering stopping the traditional amenities such as pillows, blankets, sheets, and hand towels.

Current Scenario

As per reports from India Economic (IE), no formal decision has been made yet. However, the issue has been discussed during a high-level video conference earlier this week between top officials of the Railway Board and zonal and divisional officials. A committee is being set up to decide the fate of the mechanized laundry facilities set up across the country as part of the Build-Operate-Own-Transfer (BOOT) model.

Cost and Sustainability

The cost of washing each linen set is estimated to be between Rs 40-50. At present, there are around 1.8 million linen sets in circulation. A blanket provided by Indian Railways remains in service for almost 48 months and is washed once a month. This practice has been a common source of passenger complaints and parliamentary questions.

The use of modern temperature control settings in AC coaches has led to a discussion on the necessity of blankets. An official mentioned that with these advanced features, the demand for blankets in AC coaches can be significantly reduced.

Economic Considerations

Another important aspect is the economic impact. Several railway divisions have been experimenting with the use of disposable pillows, blankets, and sheets sold at railway stations. For instance, East Central Railways' Danapur Division has five such vendors who pay about Rs 30 lakh per year to the national transporter. Across the country, around 50 vendors have set up their shops in various railway stations.

This move transforms linen management into a source of non-fare revenue. Instead of incurring recurring expenditure, these initiatives can generate additional income for the national transporter.
